Please help determining this violin bow, apparently from Peccatte

Hi,

I have the chance to purchase this violin bow for a pretty low price, around 150 dollars. First I'd like to hear your opinion on it first. The owner claims it to be made by Peccatte. To be honest I have no idea how to tell whether a bow is made from brazilwood or pernambuco at sight. If you can tell what type of wood this is, I'd be grateful. Also do you think the 150 USD price tag is decent for this bow?
